SCOPE AND CONTENT NOTE

This FOIA request contains material related to Lee Atwater, who served as manager of George Bush's 1988 presidential campaign and as chairman of the Republican National Committee from 1988 to 1991. The majority of material opened in response to this request is routine correspondence and recommendations passed from the RNC or Atwater to the White House. The largest amount of correspondence directly between Atwater and President and Mrs. Bush is located in the White House Office of Records Management (WHORM) Alpha File. Material concerning Lee Atwater's memorial service is found in the staff files of President Bush and Vice President Dan Quayle. The majority of records related to Atwater's political relationship with George Bush are located in the staff files of Vice President Bush. However, because this material is of a political nature and is separate and distinct from the statutory duties of the Office of the Vice President, it does not meet the definition of a presidential record.
