1998-0097-F SCOPE AND CONTENT NOTE This FOIA request contains materials immigration policy of the Bush Administration, Central and Latin American immigration, and refugees. The Alphabetical and Subject Files include information on the plight of the Haitian boat people and the problems faced by local governments in South Florida and Texas when thousands of immigrants chiefly from Guatemala, El Salvador, and Nicaragua came into the United States. The researcher will also find letters from constituents describing immigration difficulties. Press releases, memoranda, correspondence, copies of bills, newspaper clippings, transcripts of press conferences and television programs, handwritten notes, and magazine articles can be found in the Staff and Office Files. These records are concerned with Mariel Boatlift, immigration agreements involving the United States and Cuba, and potential legislation granting a temporary stay of deportation for certain Nicaraguans and Salvadorans. Mention should be made of a series of pamphlets about Castro's Cuba published by the Cuban-American National Foundation. Under the provisions of the Presidential Records Act (P-1, P-5), most of the substantive portions of this FOIA request are closed. Material open for research includes routine correspondence, memoranda relating to legislative affairs, printed matter, and press releases.
