WHORM - Federal Government Organizations (FG)

A primary category containing information pertaining to or about the Federal Government departments and agencies pertaining to matters such as establishment, disestablishment, organization, reorganization, audits, inspections, investigations, location, relocation, regulations, and reports. In addition, this series includes information about appointments, resignations, and endorsements to top positions in the federal government. The subcategories are based on the White House Office of Records Management classification system. This is the first segment of the FG category to be processed.

FG Federal Government - Organizations (1.86 ft.; boxes 1-5)

A subject category containing documents not specific to any agency or bureau. The majority of materials are related to the 90-day and 120-day regulatory moratoriums, including staff and industry recommendations.

FG001 President of the United States (4 ft.; boxes 5-15)

A secondary subject category containing documents and reports such as The Bush Administration's First 100 Days, Six Months: Report of Accomplishments, Building a Better America, and Accomplishments of the Bush Administration 1990-1991. Of special note is the "Daily List of Materials Forwarded to the President" (a list of correspondence, actions items, videos, etc. given to the president from May 1989 to December 1992).

FG001-01 Delegations of Authority (.6 ft.; boxes 15-18)

A secondary subject category containing documents discussing president's delegation of authority to other administration officials to meet statutory requirements, such as reports to Congress.

FG001-02 Personal Representative of the President (.9 ft.; boxes 18-20)

A secondary subject category containing documents concerning the selection of individuals to represent the president at foreign and domestic events, including elections and inaugurations, anniversaries, funerals, the Olympics, etc.

FG001-03 Inaugurations (.6 ft.; boxes 20-21)

A secondary subject category containing documents concerning the 1988 inauguration including messages from the general public, family friends and supporters, and the responses by President and Mrs. Bush.

FG001-04 Transition to Incoming Administration (.26 ft.; box 22)

A secondary subject category covering the 1988 and 1992 transitions, including descriptions of statutory obligations of the outgoing administration to the new administration and working agreements between the two. Also included is the White House Usher's briefing book for the First Family (1988).

FG001-05 Handwriting - Holographs, Presidential (.13 ft.; box 22)

A secondary subject category concerning administration memoranda on the use of the presidential autopen and requests for presidential autographs from the general public.

FG001-06 Appointments - Interviews, Meetings with, Presidential (11.73 ft.; boxes 23-52)

A secondary subject category containing requests for meetings with the president from the general public, government officials, foreign individuals, and domestic organizations. The White House response is usually attached.

FG001-07 Appointments Granted, Presidential (1.8 ft.; boxes 52-56)

A secondary subject category containing requests for meetings with the president approved by the White House. This category includes the notes of appreciation which were exchanged between the president and those with which he met, including heads of state, congressmen, and the general public.

FG001-08 Presidential Telephone Calls (1.8 ft.; boxes 56-61)

A secondary subject category containing memos from senior staff recommending the president make calls to individuals and groups, along with background information. There are few transcripts of conversations, but many notes made by the president.

FG002 Former Presidents (.1 ft.; box 61)

A secondary subject category concerning the presidency as an institution including the first ladies, such as historical lectures, essays on the presidency, and queries from the public.

FG002-01 - FG002-39 Washington, George to Reagan, Ronald (.92 ft.; boxes 61-63)

Secondary subject categories following the line of succession, with each president having a separate subcategory. Note that some subcategories have no records. Materials includes memoranda and letters concerning memorial commissions, historical analogies, quotes by and about former presidents, and correspondence between President Bush and recent presidents.

FG005 Executive Branch (.2 ft.; boxes 63-64)

Secondary subject category containing recommendations of candidates for positions in the administration and letters from individuals wishing to be considered for a job in the executive branch. A small section of this subcategory deals with the relationship between the executive and legislative branches.

FG006 Executive Office of the President (.2 ft.; box 64)

Secondary subject category containing information on the staffing of the Executive Office, including recommendations and letters of interest. Also included are memos between the president and his advisors about internal policy matters.

FG006-01 White House Office (6.26 ft.; boxes 65-80)

Secondary subject category containing information on administrative matters concerning the White House staff. Materials include recommendations of candidates for positions in the administration and letters from prospective candidates; letters of congratulations to new staff and staff resignation letters; commissions for new staff; staff trip itineraries; memos from the Counsels Office on ethics issues; invitations to staff from outside organizations. Also included are box lists of papers submitted by White House staff to the White House Office of Records Management. Of particular interest is the schedule for 23 January 1989 (the first day of the administration) and letters written to Governor John Sununu after his resignation.

FG006-02 Office of Administration (.1 ft.; box 80)

Secondary subject category containing the same material found in FG006-01. This includes recommendation letters, invitations, and letters of congratulations.

FG006-03 Chief of Staff (22.13 ft.; boxes 80-137)

Secondary subject category containing material sent and received by the Office of the Chief of Staff, including congratulations, invitations, employment inquiries, recommendations, public opinion letters, and internal memoranda. The material follows a chronological arrangement with some overlapping: boxes 80-125 -- John Sununu (in office 1/20/89 - 12/15/91); boxes 125-136 -- Samuel Skinner (in office 12/16/91 - 8/22/92); boxes 136-137 -- James A. Baker III (in office 8/23/92 - 1/20/93). Of particular interest is John Sununu's "Itinerary Backup File" which consists of a daily schedule and background information for the time periods of November 1988 to January 1989 (#120313), February to May 1989 (#033337), and June to December 1989 (#120313). In addition, there is a large section of letters of congratulation to Samuel Skinner (#295621).

FG006-04 Counsel to the President (3.2 ft.; boxes 137-145)

Secondary subject category containing invitations, employment inquiries, and public opinion letters directed to C. Boyden Gray or his staff in the Counsels Office. In addition, there are internal memoranda dealing with administration and personnel policies.

FG006-05 Office of Management and Budget (.4 ft.; boxes 145-146)

Secondary subject category concerning the OMB, including letters from Congress and the public (i.e. the Wallop-Breaux Trust Fund, and the Paperwork Reduction Act). Also includes a few internal memoranda.

FG006-07 Policy Development (2.3 ft.; boxes 189-194)

Secondary subject category containing invitations, employment inquiries, recommendation letters, resignations, and letters of congratulation directed to Roger B. Porter or his staff in the Office of Policy Development. In addition, there are letters and memoranda dealing with policy issues such as education, the economy and health care.

Secondary subject category containing resumes, requests for employment, and letters of recommendation for positions within the Office of Presidential Personnel.

FG006-09 Office of Science and Technology (.7 ft.; boxes 194-195)

Secondary subject category containing reports and memoranda concerning the Bush Administration's technology policy. Headed by D. Allan Bromley, the office coordinated activities of the Federal Coordinating Council for Science, Engineering and Technology (FCCSET) and the President's Council of Advisors on Science and Technology (PCAST). In addition, there are resumes, requests for employment and letters of recommendation.

FG006-10 Office of US Trade Representative (.4 ft.; box 196)

Secondary subject category containing correspondence and memoranda regarding trade, the trade industry and the GATT agreement directed to Carla Hills. In addition there are resumes, requests for employment and letters of recommendation for positions within the Office of U.S. Trade Representative.

Secondary subject category containing resumes, requests for employment and letters of recommendation for positions within the Central Intelligence Agency. In addition, there are letters and memoranda concerning the proposed relocation of the Central Intelligence Agency.

FG006-12 Council of Economic Advisors (.2 ft.; box 197)

Secondary subject category containing resumes, requests for employment and letters of recommendation for positions within the Council of Economic Advisors. In addition, this series contains activity reports for the Council.

FG006-13 Council of Environmental Quality (.3 ft.; boxes 198-199)

Secondary subject category containing letters from constituents and congressional leaders regarding environmental issues. In addition, this series includes information regarding annual reports of the Council and the Madrid Peace Conference.

FG006-14 President's Foreign Intelligence Advisory Board (.2 ft.; box 199)

Secondary subject category containing resumes, requests for employment, and letters of recommendation.

FG006-15 President's Intelligence Oversight Board (.1 ft.; box 199)

Secondary subject category containing resumes, requests for employment, and letters of recommendation. In addition, this series contains memoranda regarding an amendment to Executive Order 12334 establishing the President's Intelligence Oversight Board.

FG006-16 Senior Interagency Group on International Economic Policy (.1 ft.; box 199)

Secondary subject category containing congressional and constituent letters regarding the 1992 Earth Summit in Brazil. In addition, the series includes the draft remarks of William K. Reilly, Administrator of the Environmental Protection Agency at the Opening session of the Earth Summit.

FG017 Department of Justice (2.6 ft.; boxes 253-259)

A secondary subject file category containing memoranda, letters, new articles, and reports concerning pardons, job recommendations for DOJ positions, proposed testimony, the appointment of William Lucas as Assistant Attorney General for Civil Rights, the Clarence Thomas nomination, the nomination of Michael Martinez as Assistant Attorney General, and personal judicial problems. this category also contains information on military appointments, draft legislation concerning the DOJ, pending and current government litigation, the Annual Reports of the DOJ to the President, and weekly DOJ updates prepared for the White House staff.

FG022-10 Public Health Service (NIH) (2 ft.; boxes 303-307)

A secondary subject category containing records regarding the Public Health Service and in particular the NIH and the FDA. This category consists primarily of correspondence regarding nominations to the post of Surgeon General, NIH reauthorization, and, most prominently, public mail about the FDA and a seizure of medicines in Tahoma, Washington.

FG026-01 Civil Rights, Office of (DED) (.1 ft.; box 328)

A secondary subject category containing records concerning the resignation of LeGree Daniels as Assistant Secretary of education for Civil Rights, the appointment of Michael William to replace Mr. LeGree and two annual reports from the Department of Education, Office of Civil Rights.

A secondary subject category containing correspondence, hearing transcripts, drafts of bills exchanged between the public, Senators, and administration officials.

FG050 Judicial Branch (2 ft.; 347-352)

A secondary subject category consisting of general materials related to the judicial branch of government. Included in this category are letters of recommendation, nomination packets (containing an intent to nominate, telephone memorandum, brief biography, and nomination), and public mail regarding the appointment or proposed appointment of individuals to the judiciary. The materials are all of a generally routine nature and consist mostly of public mail.

FG051 Supreme Court of the United States (2 ft.; boxes 353-358)

A secondary subject category relating to the appointment of Supreme Court justices. The category contains letters of recommendation, news clippings, and the letters of resignation of Justices William Brennan and Thurgood Marshall. Also included are secondary resources relating to the appointments of David Souter and Clarence Thomas to Supreme Court vacancies. No materials of substance, however, document administration efforts regarding these appointments. This category consists almost exclusively of routine materials.

FG052 Court of Appeals, U.S. (1.6 ft.; boxes 359-366)

A secondary subject category concerning the appointment of individuals to the United States Court of Appeals. Included are letters of recommendation from the public and members of Congress, letters of resignation from the court, and nomination packets (see FG050). Most of these materials are of a very routine nature and do not document administration deliberations on the appointment process.

FG053 District Courts, U.S. (9.2 ft.; boxes 366-388)

A secondary subject category that includes materials relating to the appointment of individuals to the United States Court of Appeals. The category contains recommendations from the general public, members of Congress, and patronage committees; letters of resignation from the court; and nomination packets (see FG050). This is the largest subcategory relating to the judiciary and includes a tremendous amount of highly routine materials regarding the appoint of U.S. District Court judges.

FG054 Court of Claims, United States (.25 ft.; box 388)

A secondary subject category consisting of letters of recommendation; letters of resignation; and nomination packets (see FG050) for individuals to the United States Court of Claims. Most of this small amount of materials is routine in nature.

FG055 United States Court of Appeals for the Federal District (.75 ft.; boxes 388-389)

A secondary subject category consisting of letters of recommendation; letters of resignation; and nomination packets (see FG050) regarding the appointment of individuals to the United States Court of Appeals for the Federal District. The subject category includes relatively routine materials regarding the appointment process to the Federal District of the United States Court of Appeals.

FG065 Independent Agencies, Boards and Commissions (2.0 ft.; boxes 397-401)

A secondary subject category consisting of constituent and congressional correspondence requesting a presidential appointment or recommending an individual for a presidential appointment. Most of this category contains paperwork related to appointing individuals to various presidential boards and commissions. There are also a few examples of reports and comments on legislation from various commissions.

Most of this correspondence concerns the appointment of Arthur Fletcher as chairman of the commission. This category also includes draft remarks, draft testimony, and reports concerning the commission and its Congressional reauthorization.

A secondary subject category that contains information on resignations from and appointments to the National Credit Union Association (NCUA). Letters and memoranda concern recommendations from members of Congress to the Administration on NCUA appointments. Also included are several NCUA annual reports from the period 1989-1993.

A secondary subject category that contains material related to the VOA, including personnel matters, RadioMarti, reduction of broadcasts, and VOA's role in the Serbo-Croatian dispute. These include letters from Congress and the public, as well as some internal memoranda.

A secondary subject category that containing correspondence, published articles, and memoranda exchanged between the public, Congress, and administration officials concerning appointment of the director, individual ethics matters, and ethics legislation.

There is also information on the Council's efforts to undertake regulatory reform, specifically product liability reform. There is also congressional and constituent correspondence regarding the Council and its agenda.

A secondary subject category containing correspondence, published articles, and memoranda exchanged between the public, industry, Congress, and administration officials concerning the creation of the National Space Council (1989), its meetings and recommendations.

FG486 President's Commission on the Federal Appointment Process (.1 ft.; box 536)

A secondary subject category containing three items including a copy of the proposed Executive Order entitled "President's Commission on the Federal Appointments Process," a list of appointees to the President's Commission on the Federal Appointments Process, and the Report of the President's Commission on the Federal Appointments Process dated December 1990.
