From 1971 to 1973, Bush was made the Permanent Representative of the United Nations.
One of the more controversial issues Ambassador Bush faced in his almost two years at the UN was the "Dual Representation" dispute. U.S. policy was to admit the People's Republic of China without expelling Taiwan. This was not a "two-China" policy as it was commonly called, but rather a one-China policy with dual representation in the UN. Despite the intense arguments of Ambassador Bush, the US position was narrowly defeated. The People's Republic of China was admitted and Taiwan expelled.
